Navy Quartermaster. Mountain-area neighbor for 40+ years. Small business owner. Youth advocate. And a candidate who believes District 5's best days are still ahead.

01 · Rooted in District 5

The mountains became home — and stayed home

When Melanie “Mel” Barker was 11, her family moved to the mountain communities of Madera County. They had moved around a lot before that, but this time something felt different: this became home.

She graduated from Yosemite High School and grew up the way mountain kids do — knowing her neighbors, earning lifelong friendships, and learning that in a small community, you show up for each other.

Her senior year, her dad opened a small boat repair shop serving the families who spent their summers at Bass Lake. He ran it for decades, finally retiring in 2025. When someone couldn't afford a repair, he'd tell them to bring him a root beer instead. Watching him taught Mel what serving a community actually looks like.

Her mom served too — with organizations supporting women in crisis, and later with Soroptimist of the Sierras. Service wasn't a slogan in the Barker household.

02 · The Navy Years

A Quartermaster learns to chart the course

The Navy took a young woman from a small mountain town and showed her the world — different ports, different cultures, and a deeper appreciation for what it means to be an American.

Mel served as a Quartermaster aboard USS Cape Cod (AD-43), responsible for ship navigation: charting the course from port to port, reading the obstacles ahead, and plotting the safest, surest route — knowing every decision affected everyone on board.

That's not a metaphor she borrowed for a campaign. It's the job she actually did. Look ahead. Plan carefully. Navigate with steady judgment. It's how she has approached business, community service, and leadership ever since — and it's exactly how she'll approach the Board of Supervisors.

03 · Building a Business

Local Business. Statewide Leadership.

Mel and her mom co-own Summit Real Estate, a local sales and property management business serving mountain-area families, property owners, and tenants. Through that work, Mel understands the real-life impact of local decisions — what a permit delay can mean for a small business or property owner, how insurance uncertainty affects property sales and ownership, and what it takes to keep a small business moving while navigating government regulations.

That real-world experience has also shaped her leadership beyond Madera County. In 2024, Mel served as President of the California Association of REALTORS®, one of the state's largest professional organizations, representing approximately 200,000 members. In that role, she worked on complex issues including housing, insurance, property rights, and the challenges facing homeowners, businesses, and communities across California.

District 5 would not be sending a newcomer into important conversations about our future. We would be sending someone who has led at a high level, worked through complex issues, brought people together, and advocated for practical solutions that affect communities like ours.

04 · Showing Up for Kids

Why youth programs will always matter to her

There was a stretch of Mel's childhood when her mom was raising two kids on limited resources, relying on babysitters and after-school programs to make ends meet. Mel lived the difference between programs that just watched the clock and programs with caring adults who actually built kids up.

Her first chance to give that back came in the Navy, where community service was part of the job. The kids she mentored taught her how much one-on-one encouragement matters.

Since 2011 she has served on the board of the Mountain Area Youth Organization — MY Club — helping raise tens of thousands of dollars to keep youth programs alive in the mountain area. Those programs give kids mentorship and opportunity, and they save working families real money on childcare every month.

05 · Family & Home Port

District 5 is family

Mel and her husband Jim call District 5 home, along with their cat Minnie and dog Lucy. Her family's roots run deep across the mountain communities and the Central Valley — relatives who serve as first responders, serve in the military, teach, and are building young families of their own.

As the oldest of seven, Mel learned early that responsibility starts with the people right next to you. Decades of volunteering, youth programs, and local service have made District 5 feel like exactly what it is: family.

It's the small-town character, the natural beauty, and the neighbors who show up for each other that make this place special. She's running to protect all of it — for the generations who will call District 5 home next.

The course ahead

Mel is headed to the November ballot for Madera County District 5 Supervisor. She's running the way she has always served: full-time, face-to-face, and focused on results.
